CULPOL activities and collaborations 2016 – 2018

31st of August 2018 marks the official end of the biannual Jean Monnet project ‘EU Competences and National Cultural Policies: Critical Dialogues’ (CULPOL) which was coordinated by IRMO’s Department for Culture and Communication.

Throughout the two years of its activities, the project has contributed to enhancing the knowledge about the impact of the EU policies and its processes on the national cultural sector and created synergies between national and EU stakeholders in the domain of culture. All the planned project activities have been realized according to the initial plan, including: two major international events, three stakeholders group meetings, and a number of supporting meetings and events, and a number of analytic outputs have been published on the CULPOL website.

Organized events

  • The official kick-off meeting of the CULPOL project was held in December 2016 at the premises of IRMO gathering Croatian cultural policy researchers, cultural professionals, cultural civil society representatives and policy-makers in the field of culture. This was followed by the first stakeholders group meeting organised the following day entitled Programe ‘European Capital of Culture’ and local cultural policies that was organized in partnership with the Ministry of Culture and was attended by representatives of the Croatian cities candidates for the European Capital of Culture and other interested stakeholders of the CULPOL project.

  • The international conference ”Perspectives of national cultural policies development in the EU context: critical dialogues”was held in Zagreb from the 17th to the 19th of May 2017. The main conference programme took place on the 18th and the 19th of May and was attended by 110 participants – cultural policy researchers, cultural professionals, cultural civil society representatives, policy-makers, and young professionals in arts and culture from Europe and Croatia. The conference opened up space for discussion on the subject of cultural policies in the EU context. As an introduction to the main conference programme, on the 17th of May 2017, two pre-conference activities were organized in cooperation with IRMO partners. The workshop ‘CAE Croatian Hub – Reflection exercise on the future of Europe’, was co-organized with Culture Action Europe within the framework of the project ‘EUROPE OF CULTURE: co-creating a cultural scenario’. In cooperation with the Academy of Dramatic Art, IRMO organized a pre-conference lecture “The missing links between cultural administration and the functioning of cultural systems today – study case of a one-year mandate as Minister of culture in Romania” by Ms Corina Şuteu, cultural consultant, president of FilmETC and former Minister of Culture of Romania.

  • The Second CULPOL Stakeholders Group Meeting was organised on the 5th of July 2017 in Rijeka, within the framework of the Unicult 2020 – The International Arts & Cultural Management and Cultural Policy Programme. The CULPOL organisational board worked together with members of the CULPOL stakeholders group in preparing a one-day event that would facilitate the knowledge transfer of the cultural policy related research conducted within the framework of the CULPOL project towards the UNICULT 2020 students.
  • The international round table ‘Digital Single Market and Its Impact on Culture and Media in Croatia’ was held in Zagreb from 19th to 20th of April 2018 on the changes that the Digital Single Market (DSM) strategy brings to the cultural and media sector in Croatia. It successfully tackled the multi-layered issues of DSM’s institutional and regulatory aspects, online platforms and media sustainability, copyright, authors’ and users’ interests, as well as the role of heritage in balancing culture and economy, thus affirming the need and desire to promote such dialogue within the EU.

  • Within the Third CULPOL Stakeholders Group Meeting, Dr Paško Bilić from the Department for Culture and Communication, IRMO and Dr Krešimir Krolo from the Department of Sociology, University of Zadar held an interesting lecture and discussion entitled ‘Internet Monopolies and Redistribution of Digital Wealth’ at the Multimedia institute MaMa in Zagreb on 24th May 2018. The event was organised by the Department for Culture and Communication of the Institute for Development and International Relations (IRMO) in cooperation with the Media Sociology Section of the Croatian Sociological Association and Multimedia institute MaMa.

  • Throughout the project implementation, CULPOL team organized several Programme and Organizational Board meetings for the preparation of the CIRR Special Issue “European Union and Challenges of Cultural Policies: Critical Perspectives” (Vol. 24, No. 82) where members discussed about CIRR special issue design, article submission deadlines, and various organizational activities concerning CIRR.
  • The final meeting of the CULPOL project was held on 11th of June 2018. The main aim of the meeting was to present the project’s results and realized activities, and to discuss with CULPOL project stakeholders project outputs and the possible future collaborations within the framework of cultural policies. The event served as an opportunity to promote the special issue of the scientific journal Croatian International Relations Review (CIRR) entitled ‘European Union and Challenges of Cultural Policies: Critical Perspectives’ (Vol. 24 No. 82) published within the framework of CULPOL project.

Research activities

One of CULPOL’s final outputs was the publication of the special issue of the scientific journal Croatian International Relations Review (CIRR) entitled ‘European Union and Challenges of Cultural Policies: Critical Perspectives’ (Vol. 24 No. 82). This special issue includes 5 articles, 2 conference reports and 4 book reviews. Contributors include Bjarki Valtysson, Karsten Xuereb, Goran Tomka and Višnja Kisić, and Andrej Srakar. Guest editors are Jaka Primorac, Aleksandra Uzelac, and Paško Bilić.

The papers published within the CULPOL Commentary and CULPOL Issue Papers series explored different ways in which the European Union impacts the cultural policies on the national and local levels. In total, nine analytical papers were published on the project’s website:

  • CULPOL ISSUE PAPER 4– ‘The Place and Role of Culture in the EU Agenda. Policy Implications of the Culture Sub-programme of the Creative Europe Programme’ by Jaka Primorac, Nina Obuljen Koržinek and Aleksandra Uzelac;
  • CULPOL ISSUE PAPER 5 – ‘Acces to culture in Croatian cultural policy: moving towards explicit policies’ by Jaka Primorac, Nina Obuljen Koržinek and Aleksandra Uzelac;
  • CULPOL COMMENTARY 1 – ‘The commentary on typologies of cultural policies’ by Nada Švob-Đokić;
  • CULPOL COMMENTARY 2 – ‘Contradictions of the Internet and the problem of articulating the public interest’ by Paško Bilić;
  • CULPOL COMMENTARY 3 – ‘Cultural diplomacy from the bottom-up’ by Matea Senkić
  • CULPOL COMMENTARY 4 – ‘Computer generated images and included social illusions’ by Hrvoje Hribar.
